		<description>The PTR is the last court hearing before the trial.  It&#039;s possible, but most unlikely, that the case will settle at that hearing.  

If the case settles it will be either in a round-table meeting or as a result of offers and counter-offers made in correspondence.

As to your question, it is not in the interests of the defendant to pay out more than the claim is worth, or on a claim that they think they may win.  
The claimant, unless there is an offer he/she is prepared to accept, does not have the option of settling the case.
